I use Adobe Photoshop 7.0. It is fairly expensive but you can use Adobe Photoshop Elements that comes free with lots of other things (like scanners) and it isn't too expensive to buy. The best free software I am told is GIMP. It allows you to do layers, etc. that are quite important as you get into the finer details of icon making. My friend jenniferjensen uses GIMP and she makes some awesome icons and banners.
